Azaleas do not root deeply - there roots are close to the surface, so yes, you can transplant an Azalea when in bloom. Just be sure to dig a large enough area around the plant and try to scoop up the root ball without disturbing the roots too much. The best time to transplant would be early spring or fall, however, as stated above, it can be accomplished anytime.
