Ammonia is the chemical that smells like urine.  I would suggest you call your local water utilities department (city or county office) and ask them to come to check your water supply to ensure you do not have contamination or leeching, and to assess the chemical composition of your water.  They will do this at no charge.

Maybe your plumber attached a drainpipe to your mains.

If it is happening around the area, check manufacturing plants that use a chemical that smells like urine, it's called benzine. Used in plastics and gasoline. You might want to also check to see if their is a farm or something of that nature releasing toxins into the watershed. If it is specific to your household only, I am suggesting that perhaps there is malicious mischief about. Benzine or nicotine, in large doses is a cancer causing agent. Mostly responsible for leukemia-Non-Hodgkins.
