I'll bet that if you pull corner of carpet up . Or a few feet of carpet up. That it will still be damp. Shop vac got rid of excess water, but will not dry carpet. If basement floor is concrete under carpet, probably have mold growing already. Carpet may have to be removed and possibly thrown out.if you cannot get it completely dry - which is almost impossible unless you can put it out in driveway under 90 degree direct sunlight. Look at where they attached deck/patio to house - any bolts sticking their to inner basement wall? Did they alter path of rain as it comes down side of house? If it never leaked before installation, that it is a good place to start.
