can a filter minimize all kind of frequency variations and disturbances?

A filter can minimize them, but not delete all.  And each filter is for a specific frequency (or band of frequencies) so multiple filters would be necessary.  Even then, the variations or disturbances would still be noticeable using newer technologies.

I guess you could use multiple filters, but then you would lose power on each one. What is this for? A DC supply? Then look at the supply for a computer. A very complex item. If you are looking to use it for getting rid of static, and you use multiple filters, you could lose the signal you want to get through.

An AM radio tuner gets rid of most frequencies but the one you want.
