What type of flooring should we choose to prevent the rising damp on the wall?

No flooring will do what you want here. It sounds like your walls need to be correctly insulated to form a barrier against the dampness or humidity you speak of. There is no real inexpensive way of doing this and there maybe a couple different things to fix this  but none real easy, quick or cheap so you can talk to a hardware store like Lowes or Home Depot here but they'll just refer you to their Contractor here  for answers.  Good luck
