When we moved into our new home, we had a Toto toilet that double flushed. Our plumber told us it happened because the toilet was a low volume flush toilet but it had a standard flapper in it - thus causing the double flush. Try replacing the flapper with one that is low volume or you can even reduce the water level in the tank and that should fix it.
