Yes, as long as it has not been used or touched and is still moist. Food and medications are more important not to use past expiration date.

A bit late for you question (about 6 years i guess), but the answer is NO. In fact, I don't even use a non expired hand sanitizer!

I do not like to use anything that is expired.  I do not like to use hand sanitizers either.  Some hand sanitizers can irritate skin, causing redness, itching, burning, swelling,. Rashes, etc..., due to their harsh ingredients.  Personally, I use handcrafted soaps that are mild and gentle, made with, natural, ingredients.  This way, I know I'm ridding germs and providing my hands with healthful and nourishing skin care.
