You need to put down a "float" layer of a floor leveling compound, such as Symons Concrete Top. Lowes, Home Depot, or Ace hardware can help you find the right product for your particular situation, and give you guidance as to how to prep and apply it. This will give you a new level surface on which you can apply tile or other floor covering.
