If the solenoid isn't doing it, then it is most likely the starter.  Unfortunately a much more expensive fix.
If you have a tester, you can check to see if there is power going to the starter when the ignition is engaged at the red lead.  If there is power and still no crank...starter.

I have a 660 w/Briggs & Stratton engine. Mine would try to start but sometimes seemed to be binding (only when engine cold). A jump or a little time on a battery charger would get it to start. The problem was the compression release. The fix was a simple valve adjustment.

I'm not quite sure what exact reasons, because of which you're facing your mowing problems, but I can recommend you really nice and informative website, with comparison articles like this one ( url: https://lawncarebase.com/cub-cadet-cc600-vs-toro-time-master-which-is-the-best/ ). Author explain all the pros and cons of each lawn mower's model and give us information what exact model of lawn mower should we purchase.

That word start doesn't explain a lot. Does it turn over? If not check the dip stick. If it's to the top, the float stuck open and fill your crankcase with fuel. Do an oil change, then try it. Or, explain the problem better.
