Joe wants to put a fence around his rectangular garden. His garden measures 33 ft. By 39 ft. The garden has a path around that is 3 ft. Wide. How much fencing material does joe need to enclose the garden and path?

"enclose the garden and the PATH"  means the path is inside the fence.  The fence has to be 3 ft wider on each end of the width and 3 ft longer on each end of the length.  So add 6 ft to 33 ft and double that for total length of 2 sides.  Add 6 ft to 30 ft and double that for total length of 2 ends.  Add those 2 totals together for total length of fence.  If all else fails, draw a picture.
