I can tell you what a Norwegian friend of mine paid to install underground heating on the approach to his shop in Oslo. It was about £5500 for a patch the size of a small driveway.
Several things to remember.
He didn't care how his "driveway" looked, that might not be the same for a home driveway.
There are a lot of companies in Norway that carry out this sort of work, thus driving prices down. (You are obliged to use your best endevours to ensure that no-one slips and is injured on shop premises, even after it has been snowing.)
Heated driveways, even in Norway where energy costs are comparatively low and wages very high are fiendishly expensive to run.
