As I don't know if it is an older or a newer type machine I can only give an answer that might or might not satisfy you.
When a machine isn't loaded balanced or when the clothing balls up on one side the machine starts to spin out of balance so to counteract the swinging motion it slows down by itself so the wash may settle a bit more balanced and after that it speeds up again when it stays unbalanced it can occur several times during the spincycle.

It sounds like the break is giving way and it isn't worth fixing it is cheaper to buy a new one my husband works for an appliance store that's how I know.
