If it is unbalanced, it won't spin the water out properly either.

You gave the best answer there is to this problem other than if one stuffs so much clothes in it that it can't possably work as it should.but if happening all the time...check the balance pads and tension springs...may be wore out if machine is a bit old.

After dismantling it, I found out that the outer tub came off or disconnected from the inner tube due to rust built up.  That is the reason for it spinning in the middle but not moving the tub itself.

It sounds like you have a fault with your machine get the manufacture to look at it of it is still insured if not you will need a new one. Hope this helps

Yes it has a fault! She wants to know the reason and yours is just plain bogus. To you,if its not under warranty then just junk it and buy another.here's the best answer as only one has said...out of balance.if off balance the machine cannot pick up the spinning speed it needs to force the water from the clothes.it may only pick up half the speed needed.out of balance can be figured if the machine has excessive vibration, walks across the floor or a thumping noise from the drum being thrown into the outer shell of machine.

Probably the drain pump is cloggled or defective, or the hose is kinked or clogged too. Because if spin normally I do not think the belt is the problem.
