Gave it a whack and the blower worked properly after that. Fast forward to 6 months later and my solenoid was stuck on the other side, the blower wouldn't turn on and consequently neither did the burner...

I would think that there would be a sensor that would activate the blower when the heater is heating the water. The sensor is either stuck or bad. Either that or the sensor wires became bare and grounded. The sensor would work off the ground to complete the circuit. You may want to contact the manufacturer to make sure how they designed it if you do not have the owners manual so that you can be sure.
No, the power venter should only run when the main burner is running. Most common problem is the gas valve. Or the air pressure switch is stuck closed.. Sequence of operation:
- call for heat
- power vent comes on
- when blower reaches speed, it closes the pressure switch
-power sent to either gas valve or ignition to light pilot
- pilot lights
main burner lights
- heat satisfied
- main burner shuts off
- power vent stops
- call for heat
- power vent comes on
