Well in the UK there are things like landfill tax which encourages recycling by charging people extra money to dispose of waste by burying it. No relation here to the embodied energy of a product.
For example it may be more efficient to create new bottles rather than recycling them, but landfill tax makes it cheaper to recycle so thats what we do, regardless of whether its the right thing to do or not.
