It seems like the tree has either not received enough water, or has suffered a blight. You need to ensure that you follow the following instructions to make sure that your orange tree remains healthy in the future. Firstly you need to remember that watering your new orange tree is incredibly important. When your tree has first been planted it should be watered between two and three times during the first week. For the following weeks, you’re going to have to water it between onw and two times. After the first few weeks have finally passed, you will be able to water your tree whenever its soil begins to dry out between one and two inches down.

You must also remember that it’s incredibly important for you to keep the whole area around the orange tree weeded. You should make sure that you’re not using mulch, though, as this can be the cause of foot rot disease within your orange tree. Mycorrhizal fungi is a good way of helping the roots of the tree develop, so if you can arrange that then your tree will start growing healthily more quickly.

You should always fertilise the soil, too. When you have a young tree, it’s important that it has plenty of fertilizer during the spring. You should only use slow-release fertilizers, too, if it’s necessary during the early autumn and winter months.

If you’re currently experiencing freezing weather in your region, too, then you can keep your tree healthy by building up clean soil around the tree trunk to around 15 in or so. This will make sure that the tree is sufficiently insulated, and that it is still able to absorb the sunlight that it needs to grow. Keep these things in mind when growing orange trees and you can avoid problems that you have mentioned.

When you say black spots, on the fruit, it would be from "Blister bugs", if on the tree trunk then it sounds as if it's dying from some physiological problem.  If it's on the fruit, spray with mixture of malathion and Dawn dish liquid and it should clear up, spray every 7 to 10 ten days for about 3 weeks.  It's not going to remove the spots but it will kill the insect causing it.

I could be the quantity of water or possibly the fertilizer.  Which kind of Orange tree is it?  Can you find it on this list of orange trees
