Well, it depends, Is it hot at first, then runs out fast, or is it just warm. If it's the 1st, replace the bottom one. If it's the other way, replace the top one. You can't test them. Bottom line being, if the waters warm, the bottom one is working. Keeps the water warm but not hot.
