Their a switch that shut off the electric! However I'm a plumber and I would go to the fuse box and turn it off there, and by code their is a separate fuse for the heater!
DON"T turn off the water supply with out shutting of the electric first!

There should be a know near the bottom of the tank...turn it to the 'OFF' position. But,I don't think that turning off the hot water heater will do you much good, because it sounds like you might need to replace the valve stem (or one of the O-rings?) for the hot water handle/faucet in your bathtub. So, if you don't know how to turn off your hot water heater, I would highly suggest you call a plumber.
