Correction to my first response, the flapper seat is not part of the flush valve assembly, but rather, part of the overflow tube unit.

There is probably a slight imperfection around the rim of the opening that the flapper seats against. If you were to run your finger or fingernail around that rim, you probably would feel it. This void would allow minute amount of water to seep through even with the flapper seated, thereby continuing to drip. You could either replace the flush valve which would include the flapper seat as part of the assembly or use a repair kit such as the one at this site address www.google.com Luck!
