No flooring will do what you want here. It sounds like your walls need to be correctly insulated to form a barrier against the dampness or humidity you speak of. There is no real inexpensive way of doing this and there maybe a couple different things to fix this but none real easy, quick or cheap so you can talk to a hardware store like Lowes or Home Depot here but they'll just refer you to their Contractor here for answers.
