When you say it does not shut off or fill up, do you mean that it makes a buzz noise but never fills?
If it makes a buzz noise, but no water comes into the machine, you most likely have one of two problems.
1. The water is shut off at the wall
2. The inlet valve on the machine isn't working, and needs to be replaced.
