I have an office chair that sits on a 4 ft x 6 ft rug which sits on the carpet in my room. I wanted something heavy duty to keep the rug from constantly moving every time I scooted around in my chair. I went to one of the big home improvement hardware stores and bought 10 ft worth of 27 inch wide high profile carpet protector (made out of flexible vinyl which has 1/8 inch long “pins” 1/2 inch apart) along with a roll of indoor/outdoor double sided sticky carpet tape (which resists moisture or mildew). I cut the tape into strips and applied them to the bottom of the rug along the perimeter edges and to the center area in a cross pattern. Then I cut 2 sheets of the carpet protector and applied them to the other sticky side of the strips of tape (“pins” side up of course). I flipped the rug over and rolled a 25lb dumbbell over the entire area of the rug for a stronger bond. My rug moves no more!
Also, RubberMaid makes a rubbery webbed material that can be used under rugs or as drawer liner material. It comes in rolls about 10-12" wide and you can cut the amount you like with ordinary scissors. It can be purchased at stores like WalMart, Target, discount stores, etc., or often where you can also purchase a variety of throw rugs and runners.
They have carpet mats that you place under the rug and it holds the rug in place and keeps it from sliding. You can also use packing tape on the back side but that leaves a stick mark on the floor. There is a special tape that can be used that I have seen before probably pick it up at a home improvement store.

Anti slip tape is self-adhesive tape, like big strong sellotape, but double sided, so that it sticks to the floor on the bottom and the rug on the top. This is good for solid floors such as wood, laminate, lino, vinyl and other similar surfaces. It is also possible to buy sheets of underlay made from latex or polycarbonate which will go underneath the whole rug. This is better for a rug that you might move around from time to time, where sticking it to the floor with tape may cause problems later on.

You can place a special two-sided tape to the underneath part of the runner. Buy it at your local Home Depot or such.
Hey I did this for a carpet on laminate floor and it worked great. Get some thread the same color as your rug and stitch some duck tape to the under side of your carpet all along the border. Cheap, it works and you can do it with stuff you have around the house.

Several grip tapes and adhesive tapes are available in the local hardware store.
You can use rug pads or you can use some durrie below your rug to stop it slipping.
I also a had a similar problem with my rug slipping and sliding under my feet. More importantly it occurred with my young children. I live in long island and I shopped around in a few local rug store until I was satisfied with the advice and products. I decided on a non-slip rug pad from The John Khalil Collection. I bought it in the store from them and not from their site (www.johnkhalil.com I prefer to shop in person for important issues like these. Anyways, it worked better than what I tried originally (first I tried).
