Metal roofing can be installed directly on top of shingles. Metal installed directly over shingles may show the shape of the shingle through the flats of the metal, creating a problem appearance. Felt can be laid directly over the shingles and then covered with the metal. If the shingles are very flat this may hide the contour of the shingles. 30 lb. Felt will work better than 15 lb. Felt. Fan fold insulation applied directly over the shingles and under the metal will solve all but the worst shingle shape issues. If you are using a through-fastened panel the screws should be installed on top of the rib when installed over shingles.

Metal roofing installed over shingles.
Sub framing should always be use prior to installation of the panels themselves. Depending on the local codes, we have used 1x4 strips, 26 guage metal framing systems mechanically attached to the framing members of the present structure.
Then insulation if required, and then install the panels per the National Roof Contractors Association's latest bulletins or the manufacturer's specifications.
All of these qualify for the 1500 tax credit.

I have seen metal roofing installed over shingles by first installing 1 X 4 wood strips and install installation between the strips.
