Why Public Bathroom Stalls Don't Have Floor To Ceiling Walls And Doors In The US?

I think it's common to keep access open in public stalls for instances when children lock themselves in. There would be no way to enter the stall and free people in a floor to ceiling situation.

This is the only reason that makes sense to me.

I really don't have a good answer to this.  I think maybe it has to do with cost and sanitation meaning easier to clean.  If the walls don't touch the floor it is easier to clean all around the stalls.  As far as doors go I don't come across this problem very often or at all. I don't know about anyone else but I see the bathroom as a place to get in and get out,  the noises and odors are natural no one can help that.  But maybe if they stuck in more exhaust vents then it would help.

I agree with the previous answer.  I think it probably has to do with money and cost.  I can't stand the way some bathrooms smell.  If it has a bad odor I just wont even go in.  In Mexico you have to pay to go to the bathroom in public, and then you have to pay for toilet paper also separate.  Its crazy.  But that is how some make their money.  I have not ran into to many bathrooms in the US you have to pay to use.  Most of them are clean too.  I can't stand a dirty bathroom that does not have toilet paper.  In Europe do you have to pay to go to the bathroom in some places.  I doubt it.  Europe is a pretty rich country compared to Mexico and other countries.

Yes I think in Europe, you have to pay to go to some bathrooms. But in general they are dirtier than ours.

I was in Europe and have to say I was appalled at the lack of privacy in many of the public bathrooms. Some of them didn't even have doors--just open stalls. And there were unisex bathrooms with no locks on the doors. I did not find bathroom privacy to be more respected at all. I rarely used public bathrooms when I lived in Europe because I found them so appalling compared to the US.

It's because in North America, they all do drug and other illegal activities in the restroom stalls. That's the only and real reason why the gap between door an ceiling/floor is bigger than those in EUR/ASIA
