If this is a new problem you can try cleaning the screen at the end of the faucet. If it has always been this way, and it is only the one faucet, you may need to change that line. Often the galvanized pipe will rust inside or fill with lime and other deposits. That will increase flow anyways, the pressure is either regulated by a regulator in the main line or by the serving utility.

You have to unscrew the aerator screen, most faucets have a small screen at the end of the faucet spout where the water comes out. Unscrew the spout by hand and remove blockage in the screen.  Then remove the faucet head, In some faucets the cartridge that moves to allow the water to pass through can malfunction, or stick usually this is the source of the problem, you can easily replace it and then try the faucet again to see if the water is flowing as it should.
