If you have access to the meter at the curb, when you look inside you should see the meter. If you look at it so you can seen the numbers right side up, then there should be a rectangular knob, about 1/2 inch wide by about 1 1/2 long that is the shut off, you can buy the tool ( T Handle) from a plumbing supply store or maybe even Lowes or Home Depot, just turn the knob all the way to the right (in most situations) and it should be closed. If you don't have the T Handlen you can use a pair of pliers or channel lock but it wont be as easy.

I hope this helps you.

What their describing is the old style ball valve!
You might have the new style gate valve and most likely do if your home was built after the 50's.
Also after the gate valve their might be a back flow preventer on newer houses!
This is different by the area.
