When Is The Best Time To Plant Pine Trees In New York State?

I am from Georgia, so when I see Pine Tree, I think of the tall trees in my back yard that have NO limbs close to the ground. So, If I wanted to plant something to block the noise and the view, I would plant something along the lines of a Leland Cypress. They grow fast and have thick but soft needles that would block both sound and the view. I'm sure there are other kinds of Evergreens that you could plant that would work. But, I would stay away from a Pine Tree. They are messy to clean up after and they are not very strong during storms, easily toppled or snapped in half by strong winds. Good Luck!
