The easiest way is to cut it down near the ground. Within 5 minutes paint the stump (cambian layer) with a herbicide. Glyphosate (RoundUp) or triclopyr (Garlon4A) at 15-20% active ingredient works very well. You may get some resprout from the base, but just cut those and re-paint the cuts.
