The easiest way is to cut it down near the ground.  Within 5 minutes paint the stump (cambian layer) with a herbicide.  Glyphosate (RoundUp) or triclopyr (Garlon4A) at 15-20% active ingredient works very well.  You may get some resprout from the base, but just cut those and re-paint the cuts.  The key is to paint the stump within 5 minutes, because it starts to seal the wound, and won't let the herbicide absorb into roots.

Get a big truck and a chain and pull them out or rent a backhoe and dig them out and repalce with new topsoil
