I have 4 brothers that know how to put tile down and they always recommend taking the old glue off. The new tiles will not settle correctly if you don't start with a fresh/clean floor
I think you are taking a gamble because if the old glue deteriorates, especially with wall tile, the heavier ceramic will come off. Not sure about the bond between tile mortar/adhesive either.
I don't know how big an area you are tiling but a good grinding tool would remove the glue pretty quickly (use a breathing apparatus).

Yea, your going to want to remove the old glue before putting in new tile and sealer. The old glue can cause an unlevel surface for the new tiling and can also bread bacterias if moisture was to get in. They have sanding tools as well as chemicals that will loosen up the glue for easy removal.
I am in the same situation. I have removed the plastic tiles with all the glue remaining. I would like to just apply new tile over top but know this would not be the correct way for it to last. What's the best way to do it?
