I also have a manufactured home with printed vinyl board I wanted to paint over. I went to the hardware store and told them what I had and he recommended a product called GRIPZ. Paint one or two coats over the boards and let it dry them paint with any color you like. It really works good,it also covers any grease or other stains and they do not bleed through.It has been 3 years and it still looks good. It is very washable to.
