It is an acceptable practice to put new carpet and pad over well secured linoleum, but, if the installer does not get the carpet properly stretched or it is a High traffic area, you could have a problem with your padding moving and bunching up under the carpet. I would suggest that you use strips of double faced tape about 12 inches apart to help keep the pad from moving.
