Assuming that you are referring to an electric hot water heater, I would say that you have a dead heating element.
Most home water heaters have 2 elements and it is not uncommon for 1 of them to burn out.
The situation you have described leads me to believe that the lower element has failed in your water heater.
It is not a hard job to change these elements which can be purchased at your local hardware store.
